I've concluded that in order to handle a disaster well that a hierarchy should be put in place.

The obvious problem is what kind of hierarchy could be setup that would serve the purpose of letting others know who to look to during a disaster without creating inequality.

Any ideas?
Is it possible?
Would it really be as helpful as I think?
